Frank M. Mastrangelo
President and Chief Operating Officer
Frank Mastrangelo has been the President and Chief Operating Officer for The Bancorp since 1999. Frank’s extensive experience in financial services technology has enabled The Bancorp to be a superior provider of internet-enabled financial services. As Senior Vice President, Chief Technology Officer, and Co-Chair of the Technology Committee for the former Jefferson Bank (which he joined in 1995), Frank created and maintained full oversight for the Information Systems Group. Combining an education in accounting with his interest in technology, Frank was responsible for setting the overall technical strategy at Jefferson. In 1997, Frank was named Jefferson's Officer of the Year.
Prior to joining Jefferson, Frank worked for two years as a Systems Specialist for PNC Bank’s Family Wealth Management Division. In this position he was the technical liaison for 100 customer relationships with an aggregate asset value of $11 billion, designing technical systems to enhance the delivery of services between the Bank and its customers. From 1993 to 1994 Frank was a Technical Representative for ROI Computer Services, Inc.
From 1993 to 1998, Frank served as Systems Manager to Walter H. Annenberg and The Annenberg Foundation. In addition to managing a Novell Netware 3.11 network and gateway telecommunications to a Philadelphia-based bank, Frank created an investment transaction tracking system for the Foundation, 40 fiduciary trusts and six charitable trusts with assets totaling $3.2 billion.
Along with executive representatives from Xcom, Juniper, and 50 of the most influential companies in financial technology, Frank is a member of FinTech, based in Washington, D.C. FinTech is an oversight committee charged with crafting and reviewing legal, regulatory and public policy for technology-driven financial services companies.
